Objectives:

The project aims at satisfying the increasing demand for electric power and energy in the Syrian Arab Republic, and meeting the increase in load in the southern region of the country, by constructing a 750 MW power generating station, and connecting it to the national grid. The project will also lead to improving the voltage level and reducing the losses in the grid.

Description:

The project, which is expected to be completed by the end of 2013, includes the construction of a 750 MW combined cycle power generating station, using natural gas as primary fuel and light fuel oil (LFO) as backup fuel, and the connection of this station to the national transmission grid at 400 kV, in order to evacuate the energy produced from the station. The project includes the following major components:

  1. Power Generating Station Works: This includes the supply and installation of two gas turbines, each rated at 250 MW, one steam turbine with a similar rating, three medium voltage electrical generators, each rated at 320 MVA, and three main power transformers, each rated at 350 MVA, to connect the electrical generators to the 400 kV transmission network. This component also includes the supply and construction of two heat recovery steam generators, a condenser and a control system, in addition to the necessary civil, mechanical and electrical works.
  2. Consulting Services: This includes consulting services needed for design review, project supervision, and assistance during taking over of the completed works.
  3. Institutional Support: This includes the acquisition of systems, programs and equipment, along with consulting services needed to enhance the performance of PEGTEE and the General Electricity Company of Deir Al-Zor Governorate, and the training of the employees in both organizations.

Financing:

The Arab Fund loan covers around 18.0% of the total project cost. The European Investment Bank provided a loan for the project equivalent to about KD 70.3 million (43.0%), and the Islamic Development Bank also provided a loan equivalent to about KD 29.6 million (18.0%). The Syrian Government will cover the remaining cost of the project and any additional cost that may arise.
