Account Creation
The Arab Economic and Social Summit, which was held in Kuwait during the period 19-20 January 2009, approved the initiative of His Highness the late Emir of the State of Kuwait, Sheikh Sabah Al-Ahmad Al-Sabah, may God have mercy on him, to establish a special account in order to provide the financial resources necessary to finance and support small and medium private sector projects in countries. Arabic. It was decided to assign the tasks of managing this account to the Arab Fund for Economic and Social Development, hereinafter referred to as the “Badir Fund Manager.”
The Arab Fund Board of Governors issued a decision approving the establishment of the Badir Fund and its management by the Arab Fund, as well as making the necessary arrangements for the participation of Arab countries that wish to contribute to it and determining their contribution.
The meeting of shareholders’ representatives in the Badir Fund, which was held at the Arab Fund’s headquarters on 10/18/2010, approved the regulations for managing this account.
Account Purposes
- Contributing to financing private sector projects on investment and development principles, in accordance with what is decided by the Management Committee.
- Seeking to encourage the flow of private capital, whether from inside or outside Arab countries, to finance private sector projects in Arab countries in a way that leads to an effective contribution to economic development.
- Working to attract financing for private sector projects in accordance with the principles, controls and standards determined by the Management Committee.
- Help develop and strengthen the capacity of the private sector by providing suitable technical and advisory assistance.

The Chairman of the Administration Committee of SME's Facility /Director General of the Arab Fund for Economic and Social Development, Mr. Bader Al-Saad, and the Director General of the Arab Planning Institute, Mr. Bader Malallah, signed a new grant agreement, under which the Badir Fund will provide an amount of 120,000 USD to finance the "Capacity Building and Empowerment of Kuwaiti Entrepreneurs" program, which will be conducted by the Institute in the State of Kuwait.
