Loans Withdrawal Application Procedures
This document was prepared by the Finance Department of the Arab Fund in order to assist the Arab countries, benefiting from the loans extended by the Fund, when preparing withdrawal applications related to these loans.

The document has been organized in 5 parts:

  • Part 1 describes the Withdrawal Application Procedures which have to be satisfied before commencing withdrawals from the loan, the list of goods to be financed by the loan, the various forms to be used for preparing Withdrawal Applications, and their numbering scheme.
  • Part 2 contains the details related to Withdrawal Applications to be used for Case 1 withdrawals, which are to be used when the beneficiary wishes to be re-imbursed for expenses it has already incurred.
  • Part 3 contains the details related to Withdrawal Applications to be used for Case 2 Withdrawals, which are to be used when the beneficiary requests that the Fund pays expenses on its behalf.
  • Part 4 contains the details related to Withdrawals Applications to be used for Case 3 Withdrawals, which are to be used when the Arab Fund issues an undertaking to pay:
    • Case 3-A Issuance of a Qualified Agreement to Re-imburse:
      • Form 3A-1 طلب من المقترض إلى الصندوق لإصدار تعهد مع التحفظ لتغطية مبالغ ولسحب مبالغ من القرض لهذا الغرض.
      • Form 3A-2 كشف ملخص عن طلب سحب لإصدار تعهد مع التحفظ من الصندوق لتغطية مبالغ يدفعها بنك.
      • Form 3A-3 Correspondent Bank's Request for Issuance of a Qualified Agreement to Reimburse.
      • Form 3A-4 Qualified Agreement to Reimburse.
      • Form 3A-5 Bank's Report of Payment and Request for Reimbursement.
      • Form 3A-6 Borrower’s Application for Approval of an Amendment of a Letter of Credit.

    • Case 3-B Issuance of an Irrevocable Agreement to re-imburse:
      • Form 3B-1 طلب من المقترض إلى الصندوق لإصدار تعهد نهائي غير قابل للرجوع فيه لتغطية مبالغ ولسحب مبالغ من القرض لهذا الغرض.
      • Form 3B-2 كشف ملخص عن طلب لإصدار تعهد نهائي غير قابل للرجوع فيه من الصندوق لتغطية مبالغ يدفعها بنك .
      • Form 3B-3 Correspondent Bank's Request for Issuance of an Irrevocable Agreement to Reimburse.
      • Form 3B-4 Irrevocable Agreement to Reimburse.
      • Form 3B-5 Bank's Report of Payment and Request for Reimbursement.
      • Form 3B-6 Borrower’s Application for Approval of an Amendment of a Letter of Credit.
  • Finally Part 5 contains the Specimen of Signatures of the beneficiary’s personnel that are authorized to sign the Withdrawal Applications.
Grants Withdrawal Application Procedures

In an effort to assist the beneficiaries from the Grants provided by the Arab Fund, the Finance Department in the Fund prepared several documents (in Arabic) describing the various types of Grant Withdrawal Procedures and the accompanying forms to be used with each, as outlined below:

  • General Document, which identifies the requirements that must be met prior to withdrawals from the Grant, the different types of Withdrawal Application forms and when to use each, the system to be used for numbering the Withdrawal Applications, and other related matters.
  • Withdrawal from Grants (Case 1) document, to be used by the beneficiary in order to get re-imbursed for expenses that have been previously incurred.
  • Withdrawal Application (Case 2) document, to be used by the beneficiary for meeting required expenses.
  • Specimen of Signatures form, which identifies the beneficiary's representatives that are authorized to sign the Withdrawal Applications related to the Grant.
