Objectives:

The project aims at satisfying part of the energy demand in Lebanon through interconnecting its electric grid with the Syrian electric grid through a 400 kV transmission network, thus allowing for the exchange of energy with Syria and the rest of the EIJST countries.

Description:

The project, which is expected to be completed by the end of 2005, includes the construction of a 21 km, 400 kV, double circuit overhead line, the supply and installation of 400/220 kV transformers at Ksara substation, the expansion of Ksara and Dimas substations (in Lebanon and Syria, respectively), the upgrade of necessary measurement, relaying and control equipment, the supply and installation of optical ground wires, and the acquisition of the land over which the project will extend. The portion of the project, located in Lebanon, consists of the following major components:

1- Land Acquisition: This includes the acquisition of the land required for the expansion of the Ksara substation and the construction of the overhead line.

2- Overhead line: This includes the construction of a 21 km, 400 kV, double circuit overhead line extending from the Ksara substation up to the Syrian border, along with the supply and installation of two optical ground wires.

3- Expansion of the Ksara substation: This includes the supply and installation of two 400/220 kV transformers, each rated at 300 MV A, busbars, line, transformer, and bus-coupler cells, insulated cables, telecommunications, measurement, and relay and control equipment, along with the necessary structures and civil works.

4- Engineering services: This includes services necessary for the preparation of detailed designs for the project works, the preparation of tender documents, the analysis of bids, the coordination of the site works, and the participation in factory witness testing.

5- Institutional support and training: This includes conducting studies, designing financial and administrative systems, acquiring equipment and programs, and using technical experts to assist in efforts to enhance the performance of the establishment and to provide training for its employees.

Financing:

The Arab Fund loan covers about 93% of the total cost of the portion of the project inside Lebanon. The Lebanese Government will finance the remaining costs.
