Rehabilitation and Upgrading of the Locomotives and Workshops of the Egyptian National Railroads Authority (ENRA)

Objectives:

The project aims at raising the efficiency of operation and improving the quality of services provided by ENRA through the rehabilitation and the upgrading of 60 locomotives as well as the upgrading of ENRA's existing workshops. The project would thus extend the locomotives' years of operation by an average of 22 years, postpone large investments in new locomotives, increase the efficiency of operation in ENRA's existing maintenance workshops and provide the necessary technical training for the personnel working on the project.

Description:

The project, which is expected to be completed by the end of 2002, is made up of the following main components:

1- Rehabilitation and upgrading of locomotives: This covers restoring the locomotives to their original condition (repairing the main parts), upgrading other parts using the latest technology; replacing obsolete parts by easy-to-maintain modem parts, changing some components of the diesel engines to reduce fuel consumption, pollution and to protect the environment, and upgrading the control circuits to improve their performance.

2- Upgrading and improving efficiency of operation in existing workshops: This includes the installation of a modem washing station to clean locomotives in order to prevent and/or reduce water system pollution, the installation of high-level cranes to facilitate the maintenance process including parts dismantling and re-assembling, the installation of hydraulic compressors and the provision of electric fork lift cranes and other means of transportation; the provision and installation of tables and benches required for maintenance work in different workshops, the provision of floor-washing/cleaning machines, and the provision of other equipment required for the execution of the project.

3- Consulting, technical and supervisory services: This includes the preparation of a complete program for the rehabilitation and upgrading and the supervision of work, the choice of metal frames and locomotive components, the preparation of spare parts lists necessary for the rehabilitation and upgrading process, training and improving technical skills of project team members, the preparation and regular review of warehouse inventories, including lists of all special and heavy equipment used in the rehabilitation and upgrading work.

4- Institutional support and training: This covers upgrading ENRA's existing information systems, networks and programs, for the purpose of improving performance in all ENRA departments, providing training for project team and improving their technical skills to guarantee that the project will be executed, operated, and maintained in the best possible way.

Financing:

The Arab Fund loan covers about 76% of the total project cost. The Government of Egypt will finance the remaining costs of the project and any contingencies that may arise during its execution.
