Objectives:

The project aims at increasing demand for housing by providing approximately 1,000 housing units along with fundamental services and the construction of necessary public buildings that will assist low-income citizens. The project serves as the first phase of a complete plan to ultimately build approximately 2,500 housing units at different stages.

Description:

The project, which is expected to be completed by mid-2003, consists of the following components:

1- Land preparation and fundamental services: This includes primary leveling, paving of main

roads, extending main water and electricity lines, building a water reservoir and surface drains.

2- Earthwork and services: This includes all earthwork on the 20 hectares project area, and the construction of secondary roads, water and electricity networks.

3- Construction of houses and public buildings: This includes the construction of approximately 1,000 housing units, each 120 to 180 m2 in area with a total area of 15 hectares, along with the construction of public buildings including a school, a health center and market facilities.

4- Consultancy services: These include services required to assist in designing and preparing specifications and tender documents and in supervising the project implementation.

5- Institutional support: This includes providing computers and necessary software for improving the performance, hiring an expert to review and improve the company's administrative and financial systems and setting a training plan for its employees.

Financing:

The Arab Fund loan represents about 63% of the total project cost. The Abu Dhabi Fund is expected to contribute US$8 million to finance the project. The Government of Djibouti will finance the remaining costs of the project and any increases that may arise during its execution.
