Objectives:

The project aims at meeting present and expected future demands on the maritime cargo shipments at the Djibouti International Port and at satisfying the increasing demand for cargo and container shipments. It also aims at improving the port's efficiency and quality of service in order to allow it to attract the flow of transit goods to neighboring nations, particularly Ethiopia.

Description:

The project, which is expected to be completed by the beginning of 2002, represents the fourth phase of the modernization of the Djibouti Port. It includes civil works and the provision of equipment and necessary facilities in order to expand and modernize the container port. The project includes expanding the existing container area, constructing a new pier, and upgrading the container handling equipment in order to reduce operating costs and holding time for ships. The project is comprised of the following components:

1- Equipment and facilities for container station: This includes the supply and installation of two mobile bridge cranes moving on railroad tracks for the container piers to service ships having a capacity of up to 50 tons, and the installation of six wheel-mounted traveling bridge cranes for the container storage areas.

2- Civil works and services: This includes the enforcing of the foundations for the railroad tracks, repairing the concrete roadway, expanding water, gas and oil networks, supply installation of railroad tracks for the two cranes, and the supplying and installation of power transformers and generators (1,600 kV A) required for such cranes.

3- Construction of container pier: This includes construction works for a new container pier 200 m long and 13.5 m deep.

4- Expansion of storage areas: This includes expanding the container storage areas in the port, in terms of paving and lighting, as well as supplying same with all necessary services.

 5- Buildings: This includes the construction of the main administration building, a marine management building, and a building to house the generators and transformers, having square areas of 3,450 m2, 340 m2, and 132 m2 respectively.

6- Engineering services and studies: This includes supervisory services necessary to prepare detailed studies and contract documents, along with the supervision of the works for this fourth phase.

7- Institutional support: This includes the acquisition of computers, the development of administration and financial systems for the port, and the training of port personnel.

Financing:

The Arab Fund loan represents 18% of the total project cost. Along with the Arab Fund, the Kuwait Fund for Arab Economic Development will contribute KD 3.0 million, the Abu Dhabi Fund will contribute KD 2.8 million and the OPEC Fund KD 1.5 million. The Government of Djibouti will finance the remaining costs.
