Objectives:
The project aims at providing an economic solution towards meeting the increasing demand on electrical energy, and improving the reliability of the supply the in the interconnected countries of Mauritania, Senegal and Mali. This will be accomplished through the joint utilization of the Senegal river, the construction of a hydro-electric generating station in Manantali and the transportation of electrical energy from the generating station to the load centers in all three countries via a transmission network that is to be constructed for that purpose.
Description:
The project is expected to be completed in mid-2001 and includes the following main components:
Part One: Generating station
A power generating station consisting of five Kaplan-type water turbines each rated at about 40 MW. The station will also include all electrical, electromechanical and civil works along with the electrical substation.
Part Two: Transmission network
Western Transmission Network in Mauritauja including:
a) Lines- 225kV transmission line between Dagana and Rosso in Mauritania with an estimated length of about 32 km.
- 225 kV transmission line between Rosso and Nouakchott with an estimated length of about 194 km.
- 90 kV transmission line between Matam and Kehidi with an estimated length of about 87 km.b) Substations
- Two 225 kV substations in Nouakchott and Rosso.
- One 90kV substation in Kehidi.
Transmission Network
in Senegal:- Several 225kV transmission lines with an estimated total length of about 565km.
- Three 225kV substations.
Transmission Network in Mali:
- Several 225kv transmission lines with an estimated total length of about 490km, along with a 150kv transmission line with an estimated length of about 20km.
- Two 225kv substations and one 50kv substation.
Part Three: Control Center in Manatali for the operation and control of the interconnected grid.
Part Four : Consulting services for the preparation of detailed studies and technical specifications for all project components, along with participation in the factory tests and the supervision of the project construction up to the final acceptance of the works.
Part Five: Detailed study to determine the technical and economic feasibility of a l00 km transmission network interconnecting Kehidi and Boghi at 90kV.
Part Six : Institutional support and training for SONELEC personnel.
Financing:
The Arab Fund loan covers about 7.6% of the total cost of the project. Other co-financers include the World Bank, which contributes KD 7.8 million, the African Development Fund with KD 7.8 million, the French Cooperation Fund with KD 24.7 million, the Islamic Development Bank with KD 6.8 million and the European Investment Bank with KD 9.5 million. Other government and financial institutions wilt contribute about KD 41 million to finance the remainder of the project costs.
