Strengthening Internal Power Grid for the Morocco - Spain Interconnection (Supplementary Loan)

 Objectives:

The project aims at meeting the increasing demand for energy in Morocco through the interconnection of its power grid with the Spanish power grid and the strengthening of the Moroccan internal grid. The project will also enhance the possibilities of power transfer between the Moroccan power grid and the Algerian and Tunisian power grids, and increase the reliability and the availability of these power grids. It will also lead to a decrease in the investment and running costs of power generation.

 

Description:

The project will interconnect the Moroccan power grid to the Spanish power grid by a submarine cable rated for 700 MW, under normal conditions, and 900 MW, under emergency conditions. It will lead to a strengthening of the Moroccan power grid allowing it to successfully transmit this power to the load centers. It will also lead to the strengthening of the interconnection with the Algerian power grid allowing for greater exchange of power between Algeria and Morocco, and from the Spanish grid to the Maghreb countries.

 

The project is composed of the following main components:

1 - First Phase:

- A submarine cable, rated for 400kV a/c, with a total length of 26km and at a depth of 610m passing through the Straight of Gibraltar. The 4 core cable will link the point of arrival of the cable at Tarifa in the south of Spain with the point of arrival of the cable at Ferdioua in Morocco.

- A 400kV overhead line linking between Ferdioua and Meloussa substation.

- A 400/225kv substation at Meloussa near the city of Tangier including the necessary transformers and reactors,

- Several 225kV overhead lines linking between Meloussa, Tangier and Tetouan substations,

- Expansion of the Tangier and Tetouan substations.

 

2 - Second Phase:

- A 400kV overhead line linking between Meloussa substation and Zemmour substation near the city of Khmaysat including the supply and installation of towers, conductors, insulators and optical fibers.

- A 225kV substation at Zemmour.

- Several 225kV overhead lines to link Zemmour substation and Zaer substation near Rabat and Toulal substation near Meknes, including supply and erection of the towers, conductors, insulators and optical fibers.

- Expansion of Zaer substation.

 

3 - Third Phase:

- A 400kv line linking between Metmata power station and Bourdim substation, including supply and erection of the towers, conductors, insulators and optical fibers.

- Expansion of the Bourdim substation.

 

4 - Other Services:

To include preparation of design specifications for the 400kV towers, the topographic surveys for the line routes, acquisition of land for the substation, and the use of consultants during some of the projects phases.

 

5 - Institutional Support:

To include the supply and installation of the following equipment and training on them:

- Computer systems and the necessary software for use by the National Electricity Bureau.

- Equipment for the training center: these include a simulator for power stations and the necessary equipment for training on conducting maintenance under tension for medium and low voltage overhead lines.

 

Financing:

The Arab Fund loan represents about 8% of the total project cost. Together with the first Arab Fund loan (loan no. 299/94), the two loans represent 30% of the total project cost. The European Investment Bank and other agencies, have provided financing for 34% and 26% of the total project costs, respectively. The National Electricity Bureau will finance the balance of the project cost.
