Objectives:

The project aims at enhancing the quality of the Environment and Municipal Services in the City of Beirut for the current and future needs. This will he achieved through the rehabilitation and construction of major and secondary roads, sidewalks, wastewater and storm water networks and other related complimentary services.

Description:

The project, which is expected to be completed by the middle of year 2005, consists of constructing and rehabilitating major and secondary roads, paving sidewalks, enhancing car parks status and other related complimentary traffic management works in the city. The project also includes constructing a separate new storm -water network and rehabilitating existing sewage network. In addition, the project will include other related complimentary works such as landscaping, tree planting and other affected services. The project also includes providing necessary consultancy services to prepare the studies and contract documents and construction supervision. The project includes the following major components: 

1. Work Construction: this item includes all related works of demolition and removal of existing asphalt layer,  trenching and refilling and applying primary coating and asphalting of existing roads. Construct new separate storm-water network and rehabilitate existing sewage network, maintain and pave sidewalks, planning and marking the traffic, upgrading the lighting system and car parks, and perform all related complimentary works which will be affected; relocating or adjusting portable water and electrical or telephone lines, preserve various environmental aspects by planting trees and landscaping. The project will be divided, for the propose of financing, into seven packages which can be executed in three phases as follows:

a. Phase One: consists of packages 1 &2 and will include :14km of road works, 11 km of 20-120cm pipes of sewage network, 13 km of 50-150cm pipes of storm-water network, 85000 m2 of pavement, planting 2000 trees and installing 450 light poles. 

b. Phase Two: consists of packages 3,4 &5 and will include :19 km of road works, 20 km of 20-120cm pipes of sewage network, 17 km of 50-150cm pipes of storm-water network, 125000 m2 of pavement, planting 1200 trees and installing 650 light poles.

c. Phase Three: consists of packages 6 &7 and will include 42 km of road works, 40km of 20-120cm pipes of sewage network, 37 km of 50-150cm pipes of storm-water network, 215000 m2 of pavement, planting 4500 trees and installing 1400 light poles. 

2. Consultancy Services: this item includes the following services: 

a.  Studies, Design and Tender Document Preparation: provide necessary consultancy services to prepare all related studies, project designs and tender documents of all packages. 

b. Construction Supervision: provide necessary consultancy services to assist CDR to supervise the construction works of all project phases.

Financing:

The Arab Fund loan will cover about 41% of the total project cost, and it is expected that the Islamic Development Bank will provide KD 11 million ( About 26.6% of the total cost). The Lebanese Government will cover the remainder of the cost from its own funds and other sources.
