Construction of Six Dams in the North for Potable Water

Objectives:

The project aims at regulating the floods of 6 small wadies in the northern part of Tunisia, to supply about 100 millions cubic meter of water annually, through the transfer of water to the existing Northern Water System, to satisfy the increasing water demand for potable water, in the capital Tunis, the costal area and sfax. The project will contribute in achieving water security in these zones during the drought periods and will improve living conditions and health of the concerned population. The project will contribute to the tourism development in the concerned region, and will improve the environment in the Lake of Ichkell.

Description:

The project is a part of the Northern Water System, and consists of construction of six dams with necessary transport infrastructure. The project is expected to be completed by the end of 2006, and consists of the following main components: 

1-  Dams and Appurtenant Structures: Construction of six earth fill dams; (Ziatine, Gamgoum, Haraka, Douimis, Maleh, Ettine), it also includes the construction of pumping stations, laying of pipelines, and the construction of tunnels to transfer water from the dams to the Northern Water System.

Ziatine Dam: Construction of a dam, 33 m high and 885 m long with a crest width of 8m, and a storage capacity is 33 million m3. It also includes the construction of a pumping station, and 7550m long pipeline to transfer water to Wadi Sejnane.

Gamgoum Dam: Construction of a dam 41 m high, 520 m long with a crest with of 8m, and a storage capacity of 18.3 million m3. It also includes the construction of a pumping station and the laying of 9500 m long pipelines to transfer water to Wadi Sejnane .

Haraka Dam: Construction of a dam, 27 m high and 740 m long with a crest width of 8m, and storage capacity of 28 million m3. It also includes the construction of a pumping station, a pipeline 2370 m long, and a tunnel of 1570 m long to transfer water to existing Sejnane reservoir.

Douimis Dam: Construction of a dam, 42.5m high, 325 m long with a crest with 8m, and storage capacity of 45 million m3. It also includes a pipeline with nominal diameter 1400mm and 2.5km long to transfer water to the existing pipeline Sejnene- Jounine.

Maleh Dam: Construction of  a dam 48.7m high and 325m long with a crest width of 8m, and storage capacity of 43 million m3. It also includes a pipeline 9500m long, 800m of nominal diameter to transfer water to the existent pipeline Sejnane- Jounine.

Ettine Dam: Construction of a dam 23.4 high and 824m long with a crest width of 8m, and storage capacity of 36 million m3. It also includes a pipeline 28.7 km long with a nominal diameter of 800 mm to transfer water to existing pipeline Sejnane- Jounine. 

2-  Water Conveyors: It includes the laying of the third transfer conveyor; consisting of a concrete pipeline 68 km long with a nominal diameter of 1800mm, to increase the transfer capacity from Jejnane Dam to the existing pumping station in Bejouna. It also includes a second pipe conveyors 95 km long with a nominal diameter of 1600mm to increase the transfer capacity of potable water between the water treatment plant in Belli and Sousse reservoirs. 

3-  Saida Reservoir: Construction of a water reservoir through construction of earthfill dikes 49 m high and 1100 m long . This reservoir will increase the storage capacity of the water system of the north with about 45 million m3. The construction also includes a pipeline which is 6 km with a nominal diameter of 1800mm and a pumping station. 

4-  Consultancy Services: This includes consultancy services for preparation the construction design, and tender documents and the supervision of the construction. It also includes the services of international experts to review the construction design, and the services of specialized laboratory for material testing during construction of the dams. 

5-  Land Expropriation: Expropriation of the land needed for the implementation of the project. 

6-  Project Management: This includes the works of the central project management unit and local management units which will be responsible for the  management and the control of the project works.

Financing:

The Arab Fund loan covers about 33% of the total cost of the project. The European Investment Bank contributes in financing of the project with a loan equivalent to 25.6 million K.D. The French Investment Agency will contribute in financing of the project with a loan equivalent to 6.7 million KD. The Tunisian Government is negotiating a loan from the Japanese Government to finance the third pipeline Sejnane - Jounine and Saida Reservoir.
