Objectives:

The project aims at utilizing water from Bani Haroun dam to eliminate existing deficit in municipal and industrial water demand, and to meet future demand up to year 2030, in the Welayats of Constantina, Mila, Batna, Oum-El-Bouaghi, Kenchla and Jijel, and to irrigate 22 thousand hectares of agricultural land. At the national level, the project will enhance self sufficiency in some agricultural products, increase job opportunities, and improve the balance of trade and standard of living of the citizens.

Description:

The project, which is expected to be completed by the end of 2005, is part of the integrated scheme for the utilization of Bani Haroun dam water. The project includes the construction of the conveyor to transfer water from Bani Haroun pumping station to Othmania dam, consultancy services, land expropriation and project management. The project’s components are briefly described below:

 1-  Conveyor to Othamania Dam: the conveyor consists of the following parts:

a.  Pipeline: Includes the construction of 12 km of pipelines with diameter ranging between 1900 and 2600 mm, 8 steel tanks with a total capacity of 500 m3 for water hammer protection, and 20 thousand m3 balancing reservoir. It also includes all  pipelines accessories, including control and monitoring equipment

b.  Tunnels: Includes the construction of 1 km long, 4 m diameter  Kernano tunnel, and Alakhal tunnel, which is 6 km long, and 3.5 m internal diameter, to convey water from the balancing reservoir to Othmania dam. It also includes necessary control equipment. 

 2-   Consultancy Services: Includes the consultancy services for the completion of the detailed design, and supervision of construction. It also includes necessary studies for conveyors and irrigation networks for the second stage of the integrated scheme.

3-    Land Expropriation: Includes the expropriation of land needed for the construction of the project.

4-    Construction Management: Includes the works of the management unit to administer the implementation of the project.

 

Financing:

The Arab Fund loan covers about 46% of the total project cost. Along with the Arab Fund, The Kuwait Fund for Arab Development contributes KD 10 million. The Government of Algeria finances the remainder of the project cost and any additional unexpected increase in the costs.
