Objectives:

The project aims at constructing  a control center for the Lebanese power generation stations and power transmission networks operating on 220 kV , 150 kV and 66 kV. The center will also coordinate with the Syrian National Control Center the operation of the 400 kV tie line between Lebanon and Syria, in addition to coordinating electricity exchanges with other interconnection countries.

Description:

The project, which is expected to be completed by the middle of year 2005, includes the construction of the control center for the Lebanese power generation stations and power transmission networks, and the supply and installation of all control hardware and software. The project also includes the acquisition of fiber optic cables, and remote terminal units (RTU) for installation in generation stations and network substations, to form a control telecommunication network. All other equipments required for the control center such as uninterrupted power supply (UPS) and private automatic branch  exchanges (PABX) are also included. Engineering services and institutional support and training form a part of the project. The main project components are as follow:

 1-    Civil Works: Include all necessary works to prepare the present site of the existing control center in the eighth floor of the EDL headquarter building, to house installations and equipments included in the project, and to prepare parts of the nineth and tenth floors to accommodate the control center hall and  staff offices.

 2-    Data Processing Systems: Include the acquisition of control system, computing equipments, high availability computing network, file servers, workstations, video displays, and control keyboards. It also includes operating systems, control system software which covers supervisory control and data acquisition (SCADA) programs and energy management systems (EMS), automatic generation control (AGC), and a suite of network analysis programs comprising load flow and static and dynamic stability programs.

 3-   Telecommunication  Systems: Include the acquisition of remote terminal units (RTU) for installation in the control center, generation stations and 220 kV, 150kV, and 66 kV substations. It also includes acquisition of fiber optic terminal, multiplexing equipments, power line carrier equipments (PLC), and (PABX), in addition to work to upgrade and modify  existing telecommunication networks.

 4-    Fiber Optic Network: Includes the acquisition and installation of fiber optic ground wires for the new 220 kV power transmission network.

 5-    Uninterrupted Power Supply: Includes the acquisition of UPS units for the control center and some substations.

 6-    Adaptation Tasks: Include the installation, and testing of all new systems and equipments in addition to acquisition of measurement and testing equipments and spare parts for all project components.

 7-    Engineering Services: Include the engineering and technical services needed for offers evaluation, designs review and project supervision.

 8-    Institutional Support: Includes the control center staff training, and the consulting services needed to upgrade existing administrative systems and its staff, and acquisition of computers and software.

 9-    Project Management Unit: Covers the expenses of the unit overseeing project execution.

Financing:

The Arab Fund loan represents about 69% of the total cost of the project, while the Lebanese Government will finance the remaining costs.
