The project aims at eliminating the current deficit in electricity in the Sudan, and at satisfying future demand. This will be accomplished through the construction of a dam to utilize the River Nile water to generate electric power. The project also aims at contributing to the industrial and agricultural development, the employment and the improvement of the standard of living for the citizens.
Description:
The project, which is expected to be completed by the end of 2007, consists of the construction of a dam in the northern state across the River Nile, along with generation and transmission facilities. It includes the dam and its appurtenant structures, a hydro-electric power station, transmission lines, substations, the acquisition of land and the resettlement of inhabitants who will be affected by the project, consulting services, institutional support and project management. The project elements are briefly described below:
1. The Dam: which includes the construction of a concrete section at the river channel, and embankment sections at the left and right river banks .The dam will be 9 km long at crest level and 60 m high above river bed and will impound a reservoir with a storage capacity of 12.5 billion cubic meter. The dam includes also the appurtenant structures such as spillway, water intakes and sediment sluices; and a hydropower station. The construction of the dam includes the following major works:
a. Preparatory Works: which include the construction of housing facilities for construction supervision and operation personnel, construction of access roads, a loading platform and storage areas at the nearby railway station.
b. Civil Works: which include excavation, fill, drilling and grouting works, and concrete works for the dam and it’s appurtenant structures. It also includes the necessary instrumentation and monitoring equipment for the operation of the dam.
c. Mechanical Works: which include the supply and installation of gates, pipes and related mechanical equipment, for the dam and its appurtenant structures.
2. Electrical Works: which include necessary works for the construction of the power station consisting of generating units having a total power rating of 1250MW, a switchyard, a transmission network consisting of aerial lines and substations in order to connect the power station with the electric grid. The electric works are comprised of the following:
a. Turbines and Generators: which include ten turbines, each rated at 125MW, along with the necessary auxiliaries, cooling and control equipment. It also includes ten 150 MVA generators, operating at 15kV. It is expected that the project will produce an average annual energy of about 5474 GWH.
b. Switchyard: indoor-type, containing 15/220kV and 15/500kV transformers to connect the generating units to the various busbars. It also includes a number of transformer feeders, outgoing feeders, bus-couplers and bus-sections, cables, and measuring and control equipment.
c. Transmission Lines: which include the construction of 500kV and 220kV lines having a total length of about 1500 kms to connect the power station and the new substations, that will be constructed in the cities of Atbara, Port-Sudan, Dabba, and Dongola, with the national grid.
d. Substations: which include the construction of two new 500kV substations in Atbara and Haj Youssef, the expansion of the existing 500kV substation at Um-Durman, and the construction of four new 220kV substations in the cities of Merowe, Dabba, Dongola and Port-Sudan.
3. Land Acquisition and Resettlement of Inhabitants: which includes the acquisition of the land needed for the construction of the dam, and the land that will be flooded, the resettlement of the inhabitants that currently reside on this land, and the compensation of these inhabitants for their possessions.
4. Engineering and Administrative Services: which includes consulting services necessary for the construction of the project, project management services, along with the institutional support for the unit responsible for the execution of the works.
Financing:
The Arab Fund loan covers about 8% of the total project cost. The Abu Dhabi Fund for Development, the Saudi Fund for Development, and the Kuwait Fund for Arab Economic Development also participate in the financing of the project, their contributions are KD 31 million, KD 46 million and KD 31 million, respectively. The Sudanese government and other financial institutions are expected to finance the remaining project cost estimated at KD 436.5 million.
