Expansion of the Electric Generation and Transmission Systems

Objectives:

The project aims at increasing the generating capacity from the MEW-owned power plants by about 700MW in order to satisfy the increasing demand on electric power and energy in Bahrain. The project also aims at expanding and strengthening the 220kV transmission network, in order to evacuate the additional energy that will be produced, and increasing its reliability and efficiency.

Description:

The project, which is expected to be completed by the second quarter of 2004, consists of the expansion of the existing Hidd power station by adding a combined cycle block, running on natural gas, and capable of generating enough steam to meet future desalination requirements. The project also includes the expansion of existing 220/66kV substations, the construction of new substations with similar voltage ratings, the connection of all these substations with the 220kV grid, the modernization of the MEW training center, along with the provision of associated engineering services and institutional support. The project consists of the following components: 

1.    Power Generating Station: which includes the supply and installation of a combined cycle block comprising three gas turbines and one steam turbine, having a generating capacity of 700MW, and capable of producing steam at the rate of 370 kg/sec.

2.    Transmission Network: which includes the construction of three new 220/66kV substations in Hewar, Madinat Hamad, and the sea front, the interconnection of these substations with the 220kV network, and the expansion of five existing substations in Hidd, Um-Al-Hassam, Jasra, Madinat Eissa North, and Embassy District.

3.    Engineering Services: which includes services necessary for the preparation of tender documents, the qualification of contractors, tender analysis, works supervision, and the participation in witness testing.

4.    Institutional Support: which includes the supply and installation of a computer network, computers and computer programs for the Planning and Studies Directorate in MEW, in order to allow the directorate personnel to digitize their engineering drawings.

5.    Modernization of the Training Center: which includes supplying the MEW training center with a computer network, a computer laboratory, photocopying, display and printing equipment.

Financing:

The Arab Fund loan covers about 19% of the total project cost, and it is expected that the Islamic Development Bank will contribute about KD 11 million. The Bahraini Government has successfully negotiated with a number of banks and financial institutions in order to secure loans for about KD 87 million, and will contribute about 6.86 million from its own resources to cover the remainder of the project cost and any additional unexpected costs.
