The project aims at developing road transportation services and decreasing its cost by improving the main highway network and ensuring direct access between the capital and Port Sudan, thus supporting economic and social development.
Description:
The project, which is expected to be completed at the beginning of the year 2006, consists of two main parts: the first part includes constructing and paving the road that connects Atbara and Haiya, and which is approximately 275km long. This road consists of the non-paved part of the road that extends between Khartoum and PortSudan. The second part includes strengthening the existing asphalt road between Haya and PortSudan, and which is approximately 206km long. The projects consists of the following components:-
1- Civil works: The civil works cover two main parts:-
a) Construction of the Atbara–Haiya Road: this part includes splitting and constructing the road between Atbara and Haiya, which is 275 km long. This road starts at Atbara city and is linked to the Khartoum – Atbara road at the bridge currently under construction on Atbara river, and ends at Haiya where it connects to the Haiya – PortSudan road. The project includes constructing and paving the road with asphalt with a width of 7 meters with 1.5 – 2 m wide shoulders. It also includes the construction of bridges, crossings, safety facilities, and rain water drainage, in addition to various necessary auxiliary works.
b) Strengthening the Haiya-PortSudan road: this part includes laying an asphalt layer approximately 5cm thick over the existing asphalt road between Haiya and PortSudan, which is 206m long, as well as strengthening the shoulders and the side slopes of the road. It also covers improving water drainage, and the widening of some parts of the road that pose a safety hazard to the flow of traffic.
2- Consulting services: The consulting services consist of two main components:-
a) Studies, designs and tender documents: this includes reviewing and updating the Atbara-Haiya road designs and tender documents. It also covers the study for the strengthening of the Haiya-PortSudan project, and preparing the necessary tender documents for its execution, as well as assisting the Authority in contractors’ prequalifications, bidding and the evaluation of tenders.
b) Supervision of works : this includes providing the necessary consultancy services for the supervision of the execution of the civil works stated in sections 1a) and 1b).
3- Institutional support to the Authority: this includes the supply of survey equipment and axle-load weighbridges. It also covers computers, accessories and various software, as well as staff training on the operation of this equipment.
Financing:
The Arab Fund loan covers about 70% of the project cost. The Sudanese Government will finance the remaining costs of the project.
