The Expansion and Conversion,
to Combined Cycle, Of Nasrieh Power Plant
Loan No.: 409 Interest Rate: 4.5 % Beneficiary: Public Establishment for Electricity Generation and Transmission Grace Period: 5 years Project Cost: KD 59.2 million Maturity: 22 years Amount of Loan: KD 25.0 million Repayment: 35 semi-annual installments Date of Loan Agreement: 15/03/2001 First Installment: 5 years following the first disbursement Date of Effectiveness: - Objectives:
The project aims at meeting the increasing demand for electricity nation-wide by expanding Nasrieh power plant, and converting it to combined cycle. In this way the efficiency of generation at the existing gas power plant will be increased, and its installed capacity will be increased by about 316 MW: 204 MW of which is produced by the 2 Steam Turbine-Generator sets without consuming additional fuel plus 112 MW via a fourth newly installed Gas Turbine-Generator set.
Description:
The project, which is expected to be completed by the first quarter of 2004, includes the supply and installation of the following basic components:
1. One Gas Turbine-Generator set with all accessories. The set rated installed capacity is 112 MW.
2. Boilers, Steam Turbine – Generator sets, and accessories comprising:
a- Four Heat recovery boilers and accessories, unfired, dual pressure, natural circulation, suitable for out door construction.
b- Two Steam Turbine-Generator sets and accessories : The turbines are Dual Pressure, non reheat , in-door construction, with installed capacity of 102 MW each . The two generators are air cooled, three phase turbo-generators, suitable for operation with the steam turbines.
3. Cooling Water System, and the supply and installation of equipment and material needed for the expansion of water Treatment Plant, and Fuel Supply System.
4. Balance of mechanical and electrical equipment: That includes Feed Pumps, condensate pumps, power transformers, power distribution Panels, Direct current system, emergency diesel generators and similar electrical and mechanical equipment.
5. Equipment and necessary installations for the expansion of the H.V., 230 Kv substation: That include the expansion of existing transformer station by adding three new cells, one for the new gas generator, and two for the two steam generators, in addition to underground H.V.cables from the generator’s step-up transformers to the H.V. substation, system protection, and others.
6. Measuring and control systems: That include all changes necessary to make existing gas plant compatible with the combined cycle units, all instruments necessary for control rooms and on-site, Digital Control System (DCS), warning and signaling unites, monitoring and control equipment for the main control room, and systems and services for data analysis.
7. Civil & Construction work that includes the expansion of employees Apartment Buildings: This include : Turbine building, monitoring and control building , water treatment unit building and foundation, and the addition of about 150 apartments for plant employees.
8. Spare parts, Training, Engineering & Design Documents, and Operation and Maintenance Manuals for major equipment.
9. Installation of water wells, pumping stations and water piping network: That include the erection of new water wells together with necessary water pumps and piping network from wells to plant location.
10. Consulting & Engineering Services, and Work Supervision: That include preparation of bid documents, bid evaluation and the supervision of project work.
Financing:
The Arab fund loan represents about 42% of the total project costs, estimated at KD 59.2 million, while Kuwait Fund for Arab Economic Development contributes KD 15 million (about 25.3% of total project costs). The Syrian government will finance the balance of project costs, in addition to any future cost increases.
