Objectives:

The project aims at improving road transport services in the country, decreasing the geographical isolation of the remote areas from the southern parts of the country, and ensuring a linkage between the Republic of Yemen and the Sultanate of Oman, through the construction and pavement of parts of the coastal road that extends from Aden to the Omani border.  This project addresses one of the important segments not paved, and which constitutes a principle obstacle to the flow of traffic on this road.

Description:

The project, which is expected to be completed at the beginning of the first quarter in the year 2004, includes the construction and paving of the coastal road between Sayhut and Nishtun, which is the unpaved section of the road that links the Republic of Yemen with the Sultanate of Oman and the remaining Gulf states. Sayhut – Nishtun road is approximately 175 km long including minor links to the fishing villages along the coast near the road. The main components of the project comprise the following:

1- Road Construction: This covers all works relating to the construction and paving of the road between Sayhut and Nishtun and its secondary roads, including the construction and building of the tunnels, and the implementation of the excavation works, filling, base layers, asphalt paving, building of bridges and crossovers and water drainage. It also includes importing and installing the electrical and mechanical appliances necessary for the ventilation and lighting of the tunnels, in addition to the implementation of any other necessary auxiliary works to ensure the safe flow of traffic.

2- Consultancy Services: This includes the provision of necessary consultancy services to assist the Ministry with the contractors’ prequalifications, invitation and evaluation of bids, supervision of the project execution, and any design and specification updating. It also includes any technical expertise to assist the Ministry in organizing the management of its operations, and proposing plans and programs related to the construction and maintenance of roads.

3- Road Maintenance: This includes contributing to the maintenance of areas of landslides and maximum damage along the road extending from Aden to Shakra, which comprise part of the coastal road linked to the project, by providing necessary materials and maintenance equipment to strengthen and rehabilitate those parts, and to use these equipment for the future maintenance of this road.

4- Institutional Support: This includes assisting the Ministry of Public Works and Urban Development in facilitating its operations related to roads by providing necessary equipment such as axle-load weighing bridges and computer software.
 

Financing:

The Arab Fund loan covers about 74% of the total project cost. The Yemeni Government will finance the remaining costs of the project.
