Objectives:

The project aims at satisfying the demand for electricity in the Algerian capital and at replacing several ageing power plants, soon to be retired, with a more reliable facility. The project will be located at the AI-Hamma district, in the city of Algiers. Along with other power stations planned by Sonelgaz, the project will secure the electrical energy needed to supply the central portion of the country up to the year 2006.

Description:

The project, which is expected to be completed by the end of 2001, includes the following basic components:

  1. Construction of a Power Station: This includes two indoor-type gas turbines, using natural gas as primary fuel and crude oil as secondary fuel, with a total generating capacity of 450MW.

  2. Construction of a Step-Up Transformer Substation: This is to connect the generators to the 220kV electrical power grid.

  3. Supply and Installation of Tele-Metering and Tele-Control Equipment: To be installed at AI-Hamma power station and to be used by the National Control Center to monitor and control the power station.

  4. Supply of Two Transformers: This is to be used along the electric grid to connect the 220kV transmission grid to the 60kV transmission grid in order to enhance the current carrying capability of the electrical system.

  5. Supply and Installation of a 60kV Cable: This is to connect AI-Hamma substation to AI-Qubba substation, located 4 km away.

  6. Supply and Installation of a Natural Gas Pipeline: This comprises a 22 km line with a 28 inch diameter to be used to carry natural gas from the main distribution system to the power station.

  7. Consulting Services: This includes factory witness testing.

Financing:

The Arab Fund loan covers approximately 32% of the total project cost, estimated at KD 94 Million ($ 306 Million). The Saudi Fund for Development, the Islamic Development Bank, Sonelgaz and the Algerian Government will finance the balance of the project costs .
