Modernization of Boulaos Power Generating Station (Second Phase)

Objectives:

The project aims at reducing the large generating deficit resulting from the increasing demand for electricity and the reduction in generating capacity of the existing generators at the Boulaos power station due to their age and lack of spare parts. The project also aims at reducing the operations and maintenance costs of the plant through the replacement of four old diesel units, each rated at 5 MW, with new units, each rated at 5 to 6 MW. It will improve the reliability of the electrical grid through the implementation of a computerized maintenance management system and the installation of remote measurement and control on the 63 kV and 20 kV transmission system.

Description:

The project, which is expected to be completed by mid 2000, includes the following basic components:

  1. Supply of Electromechanical and Electrical Equipment: This includes the supply of four new diesel generating sets with their accessories, each rated at 5 to 6 MW.

  2. Installation Works: This includes the installation of the electromechanical and electrical equipment mentioned above.

  3. Civil Works: This includes the reinforcement of concrete foundations in order to withstand the increased weight of the new units.

  4. Consulting Services: This is to cover the preparation of tender documents, analysis of offers, participating in witness testing and works supervision.

  5. Institutional Support: This includes the supply and installation of a system-wide computerized maintenance management system and the training of EDD personnel on the use of the system.

  6. Supply and Installation of a Remote Measurement and Control System: This includes the supply and installation of a remote measurement and control system and equipment in Boulaos and Marabo stations in order to control the breakers and transformers in these two stations from the Boulaos power generating station, thus achieving better system control.

Financing:

The Arab Fund loan represents about 47% of the total project cost. The Kuwait Fund for Arab Economic Development will provide about KD 3.2 million and the balance of the project cost will be financed by the Government of Djibouti.
