Objectives:

The project aims at modernizing the national and international communications networks in Libya by linking the coastal cities via a submarine fiber optic cable equipped with modern digital technology capable of carrying voice, data and video signals between the cities. The project involves interconnecting 12 transit exchanges in Libya by a fiber optic cable consisting of 11 segments. The cable will be extended to a station in Tunisia and to the submarine cable station in Alexandria, Egypt. The project also aims at interconnecting the national and international communications network in Libya with the Arabsat ground station erected in the city of Sift.

Description:

The project, which is expected to be completed by the end of the year 2000 with a capacity of 2.5 giga bites per second, includes a submarine cable comprised of 6 optical pairs capable of carrying 30 thousand telephone channels, and contains the following basic components:

  1. Project Management and Support: This includes the management of project execution, site survey, detailed design, system testing by segment, overall system testing and conducting of final acceptance tests.

  2. Submersible Plant: This includes the supply and installation of submersible cables, cable transitions and link loadings, along with jointing boxes and consumables.

  3. Marine Operations: This includes the surface laying and burial of the cable, and the supply and installation of beach joints.

  4. Land Cable and Plant: This includes the supply and installation of land cables and cable joints, performing cable interconnections and conducting land cable and beach joint training courses.

  5. Terminal Station Equipment: This includes the supply and installation of terminal station equipment, optical amplifiers and digital distribution frames, supervision and operations equipment, power plant equipment, air conditioning equipment, maintenance test equipment, measuring equipment, along with the conducting of training related to these items.

  6. Civil Works: This includes all necessary civil works for cable excavations, construction of necessary inspection chambers, and preparing part of the new building, being built by the company, for accommodating the terminal equipment.

  7. Consulting Services: This includes the supervision of the works up to final completion and any additional consulting services that may be required during project execution.

  8. Institutional Support: This includes providing the company with systems, computer programs, equipment, and personal computers, along with conducting employee training related to these areas.

Financing:

The Arab Fund loan represents about 53% of the total project cost. The Islamic Development Bank will provide about $18 million and the balance of the project cost will be financed by the Libyan Government.
