Objectives:

The project aims at increasing livestock production in the Syrian Badia through increasing forage production, improving genetic Awassi sheep and providing veterinary services. It also aims at improving the living conditions of breeders and rural women in the project area, limiting migration to the cities and stopping the degradation of the Badia environment.

Description:

The project, which is expected to be completed by the end of the year 2005, includes the following major components:

  1. Rangelands Development: 

    1. Agricultural Equipment: This includes procurement of the machinery needed for the rangelands regeneration (land preparation, seeding, planting, watering). This machinery includes tractors, seeders, scarifiers, water tankers, lorries and mobile workshops.

    2. Agricultural Inputs: These include procurement of the required inputs to regenerate about 270,000 ha of rangelands. The inputs comprise 40 million seedlings, 1,800 tons of different pastoral species seeds and 1,800 tons of fertilizers.

  2. Agricultural Credit: This includes the extension of loans to the livestock holders for the procurement of improved Awassi sheep, tractors and small milk processing and cheese making units.

  3. Water Supply: This includes the drilling and/or deepening of 45 boreholes, installation of pumping units, construction of small reservoirs to collect rainwater, rehabilitation of 820 shallow wells and procurement of water tankers.

  4. Roads: These include the upgrading to all-weather rural road specifications of 550 km (17 rural roads identified as priority in the project area).  

  5. Buildings, Equipment and Vehicles: This includes the construction/rehabilitation of the needed offices for the central and regional management units, construction of extension centers, veterinary centers, housing and hangars. It also includes procurement of audio-visual equipment, cars, motorcycles, personal computers, fax machines and photocopiers. 

  6. Studies and Technical Assistance: These include the preparation of studies and detailed design of the project and procurement of consultancy services to assist the project management unit.

  7. Training: This includes providing project personnel, livestock holders and rural women with extensive training. 

  8. Management, Maintenance and Operation: These include recruitment of the technical and administrative management units staff, maintenance and operation of agricultural equipment and cars, and labor to undertake agricultural activities.

Financing:

The Arab Fund loan constitutes 46% of the total project cost. IFAD will provide a loan of KD 6.2 million and the beneficiaries will contribute KD 0.4 million. The Syrian government will finance the remaining costs.
